A bill introduced by Rep. Greg Landsman in the House of Representatives is designed to shield families from cost burdens associated with the electricity consumption of data centers, the U.S. Congress reports.

Designated as H.R.8033, the legislation was brought forward on March 20, 2026, during the 2026 regular session of the 119th Congress. Below is our summary, based on the complete bill language. Some clarifications or interpretations are included to aid understanding of its intent.

This proposal would place the responsibility for grid-related costs on data centers with peak demands above 50 megawatts, requiring those centers to cover expenses linked to their power use, including any required upgrades and construction for transmission or distribution systems. Utilities would be barred from shifting these costs to other customers. The bill also requires data center rates to be fair and reasonable, prevents enforcement of predispute nondisclosure clauses against officials concerning data center development, and calls for the Environmental Protection Agency to assess data center impacts on public health and the environment. It would take effect 90 days post-enactment.

Rep. Landsman (D-Ohio, 1st District) is the sole sponsor of this proposal.

Within this session, Rep. Landsman has put forward 19 additional bills.

Bills in Congress can originate in either chamber except for tax legislation, which must start in the House. Once introduced, each bill is sent to committees for review, possible hearings, amendments, and debate before coming to a chamber-wide vote. Identical bills passed by both chambers move to the president for approval or veto. Congress functions in two-year periods, with official records published by the U.S. Congress on Congress.gov.

Greg Landsman represents Ohio as a Democrat in both the 118th and 119th Congress, first sworn in in January 2023. He previously served on the Cincinnati City Council from 2018 to 2022 and has experience as a teacher, state office director, and nonprofit executive.

Landsman is a Talawanda High School alumnus, class of 1995, and holds a B.A. from Ohio University (1999) and an M.A. from Harvard University (2004).
