Cincinnati schedules public hearings on potential membership in SOPEC energy council

The City of Cincinnati has announced two public hearings to discuss the SOPEC Electric Plan of Operation and Governance. These hearings are scheduled for September 24, 2025, at 1:30 p.m., and October 8, 2025, at 1:30 p.m. Both will take place in the Council Chambers on the third floor of Cincinnati City Hall.

According to the city, these hearings are being held in accordance with Section 4928.20(C) of the Ohio Revised Code. The Sustainable Ohio Public Energy Council (SOPEC) is described as a regional council of governments that operates under Chapter 167 of the Ohio Revised Code. SOPEC offers energy services to various groups including member communities, political subdivisions, nonprofits, faith-based organizations, and public agencies.

The City of Cincinnati is considering joining SOPEC to give itself the option—though not a requirement—to participate in an aggregation program aimed at providing residents and other electric customers with improved electricity pricing. Membership would allow the city more flexibility to secure better rates for participants in its electric aggregation program when market conditions permit.

"Joining SOPEC comes at no cost to the city and provides opportunities for utility savings that the City does not currently have or provide access to," according to information provided by city officials.
